Accepting Letters of Interest for Appointment as Conflict Defense Counsel ​​​

The County of Monroe, is accepting letters of interest for appointment as conflict defense counsel in criminal matters.  Appointees are not employees of the 43rd Judicial District but rather are contractual employees of the County of Monroe for tax purposes only. Contracts are for a one-year term, revocable or renewable at the discretion of the County.   Once engaged in a contractual relationship with the County of Monroe, the 43rd Judicial District, Court of Common Pleas, will appoint contractual employees on a case-by-case basis to serve as conflict defense counsel. 

This position primarily serves as defense counsel for criminal defendants and juveniles in delinquency matters in instances in which the Office of the Public Defender has determined a conflict of interest exists such that the office may not represent the defendant or juvenile, and the Court approves and appoints.  Responsibilities include, but are not limited to, meeting with the defendant or juvenile and any witnesses or case participants as necessary, corresponding with opposing counsel or counsels, and regular appearances before Judges, Masters and Magisterial District Judges on behalf of defendant or juvenile.


Preferred Qualifications


An individual seeking appointment to any position must be a member in good standing of the Pennsylvania Bar and possess a minimum of three (3) years of experience in a related practice area. All contractors must comply with any and all Rules of Criminal and Juvenile Procedure and applicable statutory requirements for practice. All contractors must complete a criminal records check and Pennsylvania child abuse history clearance check. 


All contractors must show proof of professional liability insurance.
